Super changes in 1983, 1986, 1988 and 1989 changed the basic rules, giving some public servants a benefit from joining the newer scheme while others were better off staying in the existing scheme.
The book was published a year before public servants were required to make a decision whether to join the new scheme or keep the status quo.
